The Water Quality Investment Act of 2009 would authorize $18.7 billion through 2014 to clean up water pollution.

Reuters reports that the Congressional Budget Office says the bill will cost the federal government a hefty sum because it authorizes grants and low-cost loans to water authorities.

The non-partisan CBO does note, however, that the bill is a ‘pay-go,’ which means that it will not contribute to the national debt.
