Analysis: White House asks agencies to trim budget

The Office of Management and Budget is asking agencies for a second year in a row to cut low-performing or duplicative programs from their budget submissions.

OMB director Peter Orszag and White House chief of staff Rahm Emanuel issued guidance today detailing how agencies should go about this.

But one of the biggest incentives for agencies to cut their budgets is anything but guaranteed.
