Federal managers mixed on need for pay freeze

Feds may face a two-year pay freeze. How worried are federal managers about the impact on hiring, employee morale and the possibility of a retirement tsunami?

Bryan Klopack, director of research at the Government Business Council, joined the DorobekINSIDER to discuss a survey of federal managers by Government Executive.

Some of the findings may surprise you:

• 31 percent of respondents said they somewhat or strongly agreed that a pay freeze is necessarily. 23 percent said it was fair to have a freeze.
• The majority — 88 percent — of respondents said a pay freeze would decrease employee morale in their agency.
• 62 percent of respondents not eligible to retire said a pay freeze would have no impact on their consideration to leave government service, while one-third said they would be more likely to seek a job in the private sector. Many federal managers said job security, proximity to retirement and years of investment in civil service would keep them in government.
