Conference negotiators on the 2016 Defense Authorization Act will convene shortly as Congress comes back from its summer recess. The Defense Department is reviewing the results of base realignment and closure in Europe as it continues to make the case again for another round of BRAC stateside. Michael O'Hanlon, co-director and senior Fellow for Foreign Policy of the Center for 21st Century Security and Intelligence at the Brookings Institution, wrote about BRAC in the National Interest magazine. He tells In Depth with Francis Rose he's not sure prospects for a round of BRAC are much different now than they have been the past few years.

The Pentagon has proposed base closures for the past four years, and Congress keeps saying no. Among the most costly defense activities is maintaining some 1,000 bases, camps and airfields around the world. How did DoD wind up with so many bases overseas in the first place? David Vine is an associate professor of anthropology at American University and author of "Base Nation: How Military Bases Abroad Harm America and the World." The Association of Defense Communities recently surveyed its membership, asking whether they’d prefer another BRAC round to the current hand-wringing about when or if the military will realign its stateside infrastructure. 91 percent said they’d prefer another BRAC, while 8.6 percent prefer the status quo.

The last round of base realignments and closures (BRAC) back in 2005 did some good. Many of the bases were repurposed and used to help the homeless. But BRAC had problems, too. As outlined in a new report from the Government Accountability Office, DoD and Housing and Urban Development don't track progress on base conversions very well. It's a concern as the Defense Department raises the urgency of its request for a new round of closures. Brian Lepore, director of Defense Capabilities and Management Issues at the GAO, joined Tom Temin on the Federal Drive with more on the problem.
