Executive Director for Recovery Operations, American Red Cross An experienced senior executive with successful service across the highly dynamic and complex environments of government, private sector, non-government organizations and military services. Drawing on tenures in the United States Coast Guard, the Federal Emergency Management Agency (FEMA), BAE Systems and the American Red Cross, he offers a broad perspective coupled with an incisive ability to discern the essence of complicated issues, develop pragmatic strategies and attain measurable results. He is a quick study, articulate communicator and team builder who brings a credible presence and reputation for action to every engagement. As Executive Director for Recovery Operations at the American Red Cross, he is responsible for providing dedicated leadership to effectively develop, execute and deliver Recovery Services for large and/or complex events. When these events occur, he directs the delivery of Red Cross assistance to individual and communities facilitate grant management and identify and develop talent to support Recovery Service efforts. He serves as a key representative for the Red Cross to senior federal, State and local government officials, other recovery partners and donors, as well as to the public and media. As President, Harvey Johnson and Associates, he provided a range of strategic advice and assistance aimed to improve a client’s potential for success in the homeland security market. He offered insight into the Federal organizational, political and programmatic environment, assistance to build and improve key relationships, and perspective in developing risk strategies for specific business pursuits. As Vice President for Federal Civil IT Solutions at BAE Systems, Mr. Johnson led a $185M business that delivered high quality IT and cyber services to federal homeland security and law enforcement customers in the Department of Homeland Security, Department of Justice, Federal Bureau of Investigation and the Transportation Security Administration. While serving as at Deputy Administrator and Chief Operating Officer of the Federal Emergency Management Agency (FEMA), Mr. Johnson guided the restoration of FEMA as a competent, credible agency following the agency’s challenging performance during Hurricane Katrina. He established a greater level of accountability, coordinated disaster response efforts across federal departments and agencies and expanded FEMA’s consultation with State and major city elected officials and emergency managers. He was the lead federal official in developing the National Response Framework, reframing the doctrine by which the nation prepares for and responds to all-hazard emergencies and disasters. Mr. Johnson culminated a decorated 30-year career in the United States Coast Guard as a Vice Admiral with assignment as Commander Coast Guard Pacific Area. He was an accomplished commander of law enforcement, search and rescue and other maritime safety and security operations. He was one of the principal planners in the establishment of the Department of Homeland Security and led the Coast Guard’s transition into the new department. As an aviator, he piloted Coast Guard helicopters in Texas and Alaska, and commanded Coast Guard Air Stations in Brooklyn and San Diego. Mr. Johnson holds a Bachelor of Science degree from the U. S. Coast Guard Academy and Masters of Science degrees from the Naval Postgraduate School and, as a Sloan Fellow, the Massachusetts Institute of Technology. Mr. Johnson and his wife Janet are the proud parents of Jennifer Brandely, a CPA and financial controller; and, Scott Johnson, a financial news editor.
