No two people interpret the same rules the same way. That seems to be the consensus after the American Bar Association released comments (pdf) concerning the General Services Administration’s Multiple Awards Schedule Advisory Panel. The Department of Justice currently has the right to investigate contractors because of whistleblower cases. The MAS Panel, however, is considering the elimination of some of the same rules that Justice uses to prosecute said cases.
