In our next installment of \"Top Ten for 2010\", Federal News Radio looks at a battle of two bidders.

Our topic for the Top Ten in 2010 this morning is the controversial Air Force tanker program. Earlier, we heard from analyst Barry Watts that while it is likely the aerial refueling tanker contract will go to one contractor it probably should be split. We also spoke with Jacques Gansler, former Under Secretary of Defense for Acquisition, Technology, and Logistics, now a professor at the University of Maryland’s School of Public Affairs. Gansler, who also strongly favors a competitive split buy, started by reviewing the tanker situation.
