The Obama Administration still has more than a year to go, but it's never too early to start planning for a presidential transition. The broad topic of transfer of power is covered by the Constitution; but it doesn't cover all of the requirements of a modern, three trillion-dollar government. John Palguta is the vice president for policy at the Partnership for Public Service.
