Recent legislation requires the Veterans Affairs Department to come up with a new disability claims appeals process. The agency will need to create and test the new process while using the current one, which has saddled the agency with a backlog of 500,000 cases.  Elizabeth Curda, director of education, workforce and income security issues at the Government Accountability Office, spoke with Eric White on Federal Drive with Tom Temin, about VA’s plans and what it’s missing that would enhance chances of success.
