The 2020 National Defense Authorization Act is still in committee draft but expected out Monday. Both the House and Senate are focusing less on fresh reforms than on making sure the Defense Department acts on reforms passed in previous years. David Berteau, president and CEO of the Professional Services Council, joined  Federal Drive with Tom Temin in the studio for more.
