Lowest price technically acceptable (LPTA) contracts were hemmed in pretty thoroughly by Congress. Now the Defense Department’s procurement authorities have finalized rules for how to deal with LPTA. Procurement attorney Joseph Petrillo of Petrillo and Powell joined Federal Drive with Tom Temin to explain what it means in reality for contractors.
