Brian Tully McLaughlin, Counsel, Crowell & Moring’s Government Contracts Group

Brian Tully McLaughlin is a counsel in the Government Contracts Group in Washington, D.C. Brian’s practice focuses on trial and appellate work, litigating complex claims and disputes, particularly affirmative recovery matters, while also and defending contractors sued under the False Claims Act and conducting investigations. Brian has both co-counseled and first chaired bench and jury trials in federal and state courts, and he has argued appeals before the D.C. Circuit, the Federal Circuit, and the Fourth Circuit. At the trial level, Brian has extensive experience arguing dispositive motions, examining lay and expert witnesses, taking and defending depositions, and managing complex discovery matters. Brian’s litigation experience makes him adept at handling government investigations, as well as counseling contractors regarding changes, claims, and disputes. Brian also values public service and works on a variety of pro bono cases that have enhanced his litigation experience. He was the winner of Crowell & Moring’s Pro Bono Award in 2008. Brian was recognized by Super Lawyers as a “Rising Star” in both 2014 and 2015.

J. Chris Haile, Partner, Crowell & Moring

J. Chris Haile is a partner at Crowell & Moring with extensive experience in government procurement law. Mr. Haile litigates disputes and counsels clients in a broad range of government contract matters, with particular emphasis on the resolution of contract disputes. For example, Mr. Haile has represented clients in matters involving the government’s breach of contract, claims for contract changes, termination for default, termination for convenience, Truth in Negotiations Act (TINA) compliance and defective pricing, commercial-item procurement, contract negotiations, and bid protests. He also represents clients in other related matters, such as investigations and audits by government agencies or inspectors general (IGs), False Claims Act / qui tam relator suits, and disclosures to the U.S. Government. Mr. Haile represents clients from many different industries, including aerospace, defense, health care, construction, telecommunications, information technology, and professional services. He also has experience involving agencies such as the Department of Defense (DOD), National Aeronautics and Space Administration (NASA), Agency for International Development (USAID), Department of State, U.S. Postal Service, and the General Services Administration (GSA).

Steve McBrady, Partner, Crowell & Moring’s Government Contracts Group

Steve McBrady is a partner in Crowell & Moring’s Government Contracts Group, resident in the firm’s Washington, D.C. office. In 2013, 2014, and 2015, Steve was recognized as a Washington, D.C. “Rising Star” by Super Lawyers Magazine for his government contracts and international work. Steve represents clients on a wide range of federal, state, and international government procurement matters, including compliance counseling, DCAA audits and internal investigations, and cost allowability issues under the FAR cost principles and the Cost Accounting Standards. Steve regularly represents clients in litigation before the boards of contract appeals, state and federal courts, arbitration panels, and state-level contract appeals boards. He has represented clients in matters involving the government’s breach of contract, claims for contract changes, termination for default, termination for convenience, Truth in Negotiations Act (TINA) compliance and defective pricing, contract negotiations, indemnification under Public Law 85-804, and government claims involving the Cost Accounting Standards and the allowability of contractor costs. Over the past several years, Steve has litigated cases in Washington, D.C., Virginia, Pennsylvania, South Carolina, Nevada, and California. He also regularly assists clients with complex internal investigations relating to the civil False Claims Act, TINA, disclosures to the U.S. Government, and other civil matters.

Skye Mathieson, Associate, Crowell & Moring’s Government Contracts Group

Skye Mathieson is an associate in the Government Contracts Group in Crowell & Moring’s Washington, D.C. office. He works with and advises clients from diverse industries on a wide array of matters, including bid protests, contract performance claims/disputes, and internal investigations and audits. Prior to joining Crowell & Moring, Skye spent several years as a trial attorney at the procurement litigation division of the Air Force Headquarters for Legal Operations. Skye has extensive experience litigating cases before the Armed Services Board of Contract Appeals (ASBCA), the Government Accountability Office (GAO), and the Small Business Administration (SBA). Through this litigation, Skye has gained valuable experience in a wide variety of industries, such as intelligence gathering, construction, production of advanced fighter jets and refueling tankers, healthcare services, information technology and software, battlefield services, aircraft counter-measures and simulators, satellite launch vehicles, base maintenance contracts, and many others.
