The digital revolution at work starts with the people

Mr. Michael D. Hogan has worked as an electronics engineer at the National Institute of Standards and Technology (NIST) since June 1974. As the Standards Liaison for the NIST Information Technology Laboratory, he represents NIST at national and international fora that advance measurement science, testing, and standards in support of more interoperable, usable, scalable, resilient and secure Information Technology (IT). From September 2003 to January 2017, Mr. Hogan served as the Convener of the international standards group: ISO/IEC JTC 1/SC 37 Working Group 4 – Technical Implementation of Biometric Systems. From February 2007 to November 2012, Mr. Hogan served as the Co-Chair and then Chair of the Standards and Conformity Assessment Working Group of the National Science and Technology Council (NSTC) Subcommittee on Biometrics and Identity Management. Mr. Hogan has been a co-author and editor for several publications, including: NISTIR 6025, Metrology for Information Technology [IT]; NISTIR 8074 Volume 1, Interagency Report on Strategic U.S. Government Engagement in International Standardization to Achieve U.S. Objectives for Cybersecurity; and Draft NISTIR 8200, Interagency Report on Status of International Cybersecurity Standardization for the Internet of Things (IoT).

Mr. Hogan is a past recipient of the American National Standards Institute (ANSI) Ed Lohse Information Technology Medal and the InterNational Committee for Information Technology Standards (INCITS) Lifetime Achievement Award and Chairman’s Award. Mr. Hogan graduated with honors (member of Eta Kappa Nu) with a B.S. degree in electrical engineering from the University of Maryland in 1973. In 1967, he was a Distinguished Graduate of the Infantry Officer Candidate School at Fort Benning, Georgia. During 1968 and 1969, Lieutenant Hogan served in Vietnam as an executive officer, an operations officer, and a platoon leader for U.S. Army units attached to the 199th Light Infantry Brigade and to the 1st Infantry Division.

Mr. Dean Souleles rejoined the Office of the Director of National Intelligence (ODNI) as the Chief Technology Advisor to the Principal Deputy Director of National Intelligence (PDDNI) in October of 2017. He provides subject matter expertise, assessment, and advice on all relevant technology matters to the PDDNI and senior leadership in the ODNI and the Intelligence Community (IC). Mr. Souleles leads an effort, with ODNI and IC partners, to assess, evaluate and develop IC wide strategies to accelerate the adoption of key technology priorities for the IC including Artificial Intelligence (AI), machine learning and automation to increase the IC’s ability to assess, understand and add context to the rapidly accelerating volume, velocity and variety of data relevant to Intelligence.

Prior to rejoining ODNI, Mr. Souleles served as the founding Chief Technology Officer (CTO) of the National Counterintelligence and Security Center (NCSC) where he established the Office of the CTO, and was responsible for developing and communicating the National Counterintelligence and Security Technology Strategy and providing direct oversight of all of NCSC’s technology activities and systems.

Prior to NCSC, Mr. Souleles served the ODNI as the Special Assistant for the Intelligence Community Information Technology Enterprise (IC ITE). He advised the PDDNI and the IC Chief Information Officer (CIO) on management and technical issues related to the development and implementation of IC ITE. Mr. Souleles founded and served as the co-chairman of the IC Architecture and System Engineering Team (ASET) and oversaw the operations of the IC ITE Mission User Group (the “MUG”) which serves as the “Voice of Mission” to IC ITE.

Mr. Souleles has over 35 years of experience in information technology in a variety of industries prior to joining ODNI in 2012. Mr. Souleles served as Chief Operating Officer of Resolution Health, Inc. (RHI) a venture-funded healthcare, big data analytics and software company that was acquired by Anthem/WellPoint in 2008. Before that, he served as Executive Vice President and Chief Technology Officer of QuadraMed Corporation, a $140 million international public healthcare information technology firm (formerly AMEX: QD) Earlier in his career, Mr. Souleles spent 10 years at NASA’s Jet Propulsion Laboratory (JPL) where he served as Principal Engineer and System Architect on various JPL space, civil and defense programs. And, after leaving JPL in the mid-1990s he founded SureNet, one of the earliest dial-up internet services providers.

Mr. Souleles was educated in Computer Science at the California State University at Northridge.

Dr. Sawyer is the Program Manager for the Emerging Technologies (ET) program with the Department of Energy’s Building Technologies Office (BTO). Dr. Sawyer oversees a diverse portfolio of research and development (R&D) program areas, with the goal of developing cost-effective, energy-efficient high-impact building technologies. Dr. Sawyer’s dynamic team supports the development of innovative solutions and technologies with partners across academia, national labs, small businesses and industry in heating, ventilation, and air conditioning (HVAC), windows and envelope, sensors and controls, solid-state lighting, transactive controls and building energy modeling.

Dr. Sawyer joined the ET team at BTO in 2013 as the technology manager for the Windows and Envelope subprogram, later taking the additional role as the Technology Analysis and Commercialization manager. Before becoming Program Manager, Dr. Sawyer was responsible for BTO’s Technology-to-Market Initiative, Small-Business Vouchers Program, and U.S.-China Clean Energy Research Center for building Energy Efficiency and the Partnership to Advance Clean Energy (PACE) joint R&D program with India.

Douglas Terrier is the Acting Chief Technologist at NASA Headquarters, serving as the senior leader of the office. In this role, Terrier is the agency's principal advisor and advocate on NASA technology policy and programs, helping plot the strategic direction of the agency's space technology program. Prior to his current position, Terrier worked at NASA’s Johnson Space Center, Houston, as the center’s chief technologist, serving as the principal advisor to the Center Director for technology, and the Center point of contact for the Agency Chief Technologist and the Space Technology Mission Directorate.

Larry serves as VP Innovation for Jacobs Aerospace, Technology, Environment and Nuclear (ATEN) line of business. In this role he is responsible for expanding the culture of innovation and accelerating the development of technology and solutions to the ATEN markets.

Larry joined Jacobs in 1994 and was instrumental in the 1997 start of a new business unit providing support services to the US Special Operation Command in Tampa, FL first as Deputy General Manager and then General Manager spanning 17 years.

In 2014 Larry again led a strategic business expansion, as General Manager to integrate the critical Jacobs acquisitions of Verizon’s Federal Network Systems and Van Dyke Technology Group into the Company. His follow-on assignment was leading and promoting the Jacobs Connected Enterprise initiative and the adoption of the Internet of Things as core elements of Jacobs’ capabilities for all lines of business.

His first assignment after receiving his commission in 1980 was Project Manager and Test Engineer with the 6585th Test Group, Holloman AFB, MN. He was later assigned to the HQ US Air Force Europe – Intelligence, Directorate of Collection as Program Manager and Systems Engineer for two programs with national and theater intelligence missions. He served at the Air Armament Center from 1989 to 1994 as Systems Engineer and Program Manager for several classified weapons development programs and was awarded the ‘Senior Systems Engineer of the Year’ for Air Force Systems Command.

Larry earned a BSEE from Arizona State University and a MSEE degree from the Air Force Institute of Technology and has authored several papers on advanced guidance and control of robotics and air-to-ground weapons systems.
