For the first time in many years on the Hill, there significant interest in the acquisition system and opportunities to improve its performance.

Etherton provides his insights on how this renewed focus on “reform” of the acquisition may play out in 2014 and beyond.

He also puts the current focus on acquisition in context, sharing his experiences working on acquisition related reforms sparked by the Section 800 panel report in the 1990’s, the last era of reform.
