Why the National Security Agency overpaid contractors during the height of the pandemic

Remember the CARES Act, enacted at the height of the pandemic? Among other things, it let agencies reimburse contractors to pay employees unable to work at an approved federal site or to telework. At the National Security Agency, lack of controls led to millions of dollars in improper payments under the CARES Act. That’s according to an audit by the NSA’s Office of Inspector General.
