Companion bills introduced in the House and Senate would give federal employees a 3.8 percent pay raise next year. Federal employees received 1 percent pay raises in both 2014 and 2015, after three years of pay freezes.
The White House has a reform plan for the senior executive service. In a meeting with almost 3,000 members of the SES today, President Barack Obama said new programs like a White House Leadership Development Program will help replace outgoing talent lost due to retirement. The Federal Salary Council voted Friday to add 13 cities to a list of municipalities where federal employees are paid more, in an effort to close a growing wage gap between feds and private-sector counterparts in certain regions of the country. 12 of the 13 recommendations had been approved previously but have gone unimplemented by the President’s Pay Agent, frustrating federal employees and the unions representing feds in those areas.
One of the longest-running conflicts the Pentagon deals with is the fight over employee performance management. The National Council on Federal Labor-Management Relations is getting ready to launch new tools to help partnerships between agency management and federal-employee unions better measure their effectiveness. A handful of agencies are months late in compiling metrics on the use and effectiveness of the forums, according to a report presented at a meeting of the labor-management council Wednesday. Unions are frustrated with the haphazard data collection.
The White House’s fiscal 2015 budget proposal released Tuesday aims to boost funding for federal-employee training, which has been hard hit by across-the-board sequestration cuts in recent years. The budget also proposes a 1 percent pay increase for federal employees and leaves untouched federal retirement programs.

Federal employees began learning Friday whether they’ll be forced to stay home if the government shuts down next week. Supervisors were tasked with informally telling employees today whether they are classified as “essential” or “nonessential,” according to several federal-employee unions briefed by the Obama administration. Congress is prepared to work through the weekend, but the clock is ticking down for lawmakers to agree on a funding bill keeping the lights on at agencies beyond Sept. 30, the end of the fiscal year.

During a time of budget reductions, possible furloughs and a government shutdown, the unions say the forums provide a way for agencies to better manage all of these fiscal challenges.
