If government is ever going to get IT innovation into high gear it will have to finally get past the spending model it now has for its IT infrastructure. Most agencies spend 70 percent of their IT dollars for maintenance of existing data centers and networks, leaving little money for advancing the deployment of new citizen services or making step-function improvements in agency operations. Federal News Radio hosted a one-hour, pre-recorded panel discussion that explored these issues.

Tom Temin, Federal News Radio
Tom Temin is the host of Federal Drive, airing weekdays from 6-9 a.m. on Federal News Radio 1500AM. Tom Temin has 30 years’ experience in journalism, mostly in technology markets. He was a long-serving editor-in-chief of Government Computer News and Washington Technology magazines, both of which were regular winners of national reporting awards. Before joining Federal News Radio, Tom wrote (and continues to write) a column on government IT and acquisition topics. He was a regular guest on Federal News Radio before joining the team.

Joe Paiva, Chief Information Officer, International Trade Administration
Mr. Paiva joined the International Trade Administration (ITA) in 2014. Prior to assuming the role of Chief Information Officer of the ITA, Mr. Paiva was a successful entrepreneur and IT executive. Additionally, Joe continues to serve as an officer in the US Army Reserve. Within the International Trade Administration, Mr. Paiva is leading efforts to help transform the way ITA delivers its products and services to global customers, accelerating both ITA and Department of Commerce efforts to replace Government owned and managed infrastructure with services from leading commercial Software, Infrastructure and Platform as a Service providers.
Joanne Woytek, NASA Program Manager, NASA SEWP Program
Ms. Joanne Woytek is the Program Manager for the NASA SEWP Program, a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology product solutions. Ms. Woytek has been a key figure in the continual evolution of SEWP since its inception more than twenty years ago, managing the strategic direction, planning and day-to-day operations of SEWP. She is a 37-year veteran to Goddard Space Flight Center (GSFC) in Greenbelt, MD and has served in her current Program Management role for the past fifteen years.
Steve Charles, Co-founder & Executive Vice President, immixGroup
For the past two decades Mr. Charles has helped hundreds of technology manufacturers succeed in the government marketplace. His breadth and depth of expertise on every dimension of the government technology ecosystem provide technology manufacturers with a strategy and clear focus for the greatest success. Mr. Charles is adept at mapping technology product lifecycles and revenue models with appropriate channel and contract vehicle strategies in light of current procurement law, regulations and policy.
Tony Celeste, Director, Brocade Federal
As a Director of Federal Sales, Tony Celeste is responsible for leading the Brocade sales effort to the Civilian Agencies. Tony has more than 25 years of industry experience. As a General Manager and Sales Executive, he has led large nationwide teams responsible for revenues in excess of $250M, and teams of more than 100 employees.
