As Federal News Radio reported yesterday, the General Services Administration and the Office of Personnel Management have issued requests for proposals for two new contract vehicles. They'll create a new way for agencies to buy human resources and training services. The Human Capital and Training Solutions (H-CATS) contracts will replace an acquisition vehicle that has been in place for more than 25 years.
