Congress returns to work today after a month away. Members only have 10 work days to pass a budget and fund the government for the upcoming fiscal year. Otherwise, they'll have to pass a continuing resolution or risk another government shutdown. Todd Harrison is director of Defense Budget Analysis at the Center for Strategic and International Studies.
