When it passed a law requiring agencies and the White House to establish cross-agency priority goals, Congress meant for agencies to work together “across” boundaries. Turns out, cross-agency collaboration really does improve performance. That’s according to a deep look at 15 CAP goal projects conducted by the IBM Center for the Business of Government.
