President Trump recently proposed opening large areas of U.S. waters to drilling. One goal is more revenue for the government. However, an investigation by the Project On Government Oversight suggests the Interior Department is losing out on billions of potential dollars thanks to a flawed bidding process that undervalues certain tracts.
