Every rule and regulation concerning federal acquisition has a reason for being — or at least had in the past. Often, long after the reason went away, the rule lives on and on. In looking for ways to rationalize defense procurement, the Section 809 Panel chartered by Congress in its authorization bill a couple of years ago asked contractors and contracting officers what bugged them the most.
