The State Department is responsible for diplomacy. The U.S. Agency for International Development is concerned with development and carrying out programs in other countries. So how come the two are sometimes at each other’s throats over turf? That question bothers George Ingram, senior fellow for global economy and development at the Brookings Institution. He tells Federal Drive with Tom Temin that the new Secretary of State has an opportunity to fix it.
