The recent quadrennial workforce priorities report from the Office of Personnel Management detailed both challenges and strategies for building the right federal workforce. As a department made of many disparate components and missions, Homeland Security has a tough and never-ending personnel challenge.

DHS has no trouble attracting job applications and in some ways it has too many. But Chief Human Capital Officer Angela Bailey is working to change where and how the agency recruits, and what happens after applications come in. She joined Federal Drive with Tom Temin in studio to discuss DHS and its personnel, how the agency is dealing with the President’s Management Agenda, and recent executive orders on personnel and labor relations.
