President Donald Trump’s budget proposal for 2020 will be out this week. This version may be known as the “skinny budget,” but it has a lot of fat to chew over. The administration promises what it calls a clear road map for a more fiscally responsible future, including adherence to budget caps that Congress enacted and can ignore at will.
