The adjustments at MSPB come after OPM finalized rules to take over decisions in three categories of workplace disputes.
"I would say that the concern isn't the number of people or the shuffling of offices, it's whether OPM can still meet mission need," said Dawn Locke.
"This is a part of the American democratic process, that this our government asking for feedback," said Colette Delawalla.
"In some industries it's acceptable to reward those who refer business to you, but healthcare paid for with our tax dollars is another matter," said Turnbull.
The GAO found that the Anniston and Red River Army Depots lost nearly 800 permanent and term-limited employees when comparing fiscal 2021 to fiscal 2025.
"Contractors have been getting materially different certification requests from the government in terms of what they need to be certified to," said Ryan Frazee.
"With the pace of industry moving so fast, there's a natural amount of distrust for what AI can deliver," said Ian Kalin.
"This technology is real. It works. And companies and the government are moving forward on this," said Jim Carroll.
OPM says, on average, paper-based claims took 156 days to process.
"If you cared about predictability, stability and markets, you should really want to professionalize civil service as well," said Christopher Walker.
Union officials say the agency now is likely to lose additional workers due to the reorganization including those qualified to respond as wildland firefighters.
"There's a lot of very big improvements, a lot money that we are missing good accountability for on the 'after we spend it' side," said Sean Moulton.
"The whole point and the principle behind having these different certifications is to make sure that somebody is coming in behind you," said Angie Lienert.
"As we say, to protect the whole system, technology is only play a part of it," said CheeYee Tang.
