  • Morale and engagement among managers and members of the Senior Executive Service are at a five-year low, according to the 2014 Federal Employee Viewpoint Survey. And more than half of federal employees at GS-14 and 15 tell Federal News Radio, they're not interested in joining the SES if they had the chance. But that's not the case for many rising leaders at the African-American Federal Executive Association's SES training workshop. Case in point: Shireen Dodson, the first full-time ombudsman at the State Department and a member of the SES.   • The Office of Special Counsel is just the latest federal agency to suffer from the problem of case backlogs. In its latest report to Congress, OSC showed it had nearly 2,000 backlogged "matters" from fiscal 2014. OSC says it expects 6,000 new cases to come in during 2015.
