A new report indicates the U.S. Army’s main modernization program, being run by Boeing Co, has failed to meet key benchmarks. The program may cost almost 20 billion dollars more than orginally planned and may not work as intended. The GAO indicates the Future Combat Systems program has not yet demonstrated that its critical systems are progressing, or that design issues have been dealt with. GAO says Congress should not consider approving full funding for the program at this juncture.
