It takes real effort to assess and write up contractor performance, and a poor or incomplete Performance Assessment Report doesn’t do anyone much good. The Defense Inspector General took a look at 48 such reports prepared by the Air Force, and it found some weaknesses. Michael Roark is assistant Defense IG for contractor management. He told Pentagon Solutions why Performance Assessment Reports are important and how they’re being used.
Defense planners have lots of variables to manage in order to maintain maximum strength with the dollars they’ve got. Lately they’ve been talking about how to modernize the forces, which can mean nearly anything. Dakota Wood is a senior research fellow for Defense Programs at the Heritage Foundation. He told Pentagon Solutions how the Defense Department defines modernization and how that differs from what it calls “new capabilities.”
