Background investigations have plagued multiple administrations for years. In 2005, responsibility for security clearances was transferred from the Defense Department to the Office of Personnel Management. In April 2018, the Trump administration confirmed it was considering moving it back to DoD. That transition is currently underway, but hasn’t been finalized yet, as both agencies are awaiting an executive order, which is expected to be imminent.
