Changes are coming to Defense procurement, and they’re all part of Defense Secretary Robert Gates effort to cut $100 billion over the next five years from back end operations so that money can be spent fighting wars.

The Defense Secretary along with Ashton Carter, the Pentagon’s chief procurement officer, announced 23 new acquisition and procurement guidelines.

They call for a renewed focus on competition, the inclusion of suppliers outside the defense industry, and efforts to discourage frivolous contract protests.
