A new scorecard rating how lawmakers voted on 10 bills that included provisions to increase or decrease competition for federal contracts adds a new wrinkle to the growing debate over insourcing.

The Business Coalition for Fair Competition wants to highlight what it believes are provisions that hurt private sector companies and forces industry to compete with the government.

But some experts say the BCFC is taking a too narrow view of what the government does.
