Mr. Lance C. Dubsky has a 30 year record of achievement and demonstrated success driving change and enabling mission through innovative information security solutions. He serves as the NGA Chief Information Security Officer and Director, Information Security Management Office. As D/CS, he supports the Chief Information Officer and Agency in the execution of the information security mission and resources assigned to Springfield, St. Louis, and other NGA sites. His responsibilities include functioning as the Agency’s Authorizing Official (formerly DAA) and leads several key information security initiatives. Mr. Dubsky was appointed to his current position in October 2012.

Prior to his current assignment, Mr. Dubsky was the Deputy Director, Composite Information Assurance Office, National Reconnaissance Office (NRO), providing executive leadership in the area of information assurance policy and planning, systems security engineering, vulnerability assessments, cyber defense, and risk management. As the Deputy and IA Portfolio Manager he was responsible for the information security oversight of a $1B+ IT infrastructure. He led several firsts including the application of the information security processes to space reconnaissance platforms, accreditation of the NRO’s Cloud computing environment, and the integration of IA requirements into the acquisition lifecycle—all key initiatives enhancing the NRO’s cyber protection posture. During the NRO’s most aggressive launch campaign in 2011 he authorized numerous critical systems enabling on-time launches. In preparation for New Campus East stand up Mr. Dubsky ensured systems transitioning from Washington Mission Ground Station to NCE were accredited ahead of schedule enabling mission operations to transition on schedule.

Mr. Dubsky was selected by the Department of Defense Chief Information Officer to serve as Co-Chair for the Committee for National Security Systems Subcommittee (CNSS) from 2010 to 2011 where he assisted the DoD CIO in managing, directing, executing, overseeing and implementing CNSS policies and strategies across the Federal government.

In 2007 Mr. Dubsky was selected as Director, Risk Management Group, NRO, where he served as the Senior Risk Manager and Delegated Authorizing Official responsible for securing 1,850 systems and networks. He spearheaded the Intelligence Communities first implementation of Intelligence Community Directive 503 and the NIST Risk Management Framework. Mr. Dubsky partnered with Commonwealth IA seniors to develop and publish a Commonwealth security standard.

A veteran of the United States Air Force, Mr. Dubsky served 20 years in the field of Communications-Computer Operations retiring in 2001.

Mr. Dubsky holds Bachelor of Science – Information Systems Management degree from the University of Maryland and a Master of Arts – International Relations from Creighton University in Omaha, Nebraska. He conducted post graduate studies at George Washington University in Engineering Management. He is a certified information systems security professional (CISSP) and certified information security manager (CISM).

He is married to the former Debra Moy of Chicago, IL. They reside in Woodbridge, Virginia with their daughter Anya, and son Connor.
