While defense spending by the United States and virtually all other countries with high per-capita income shot upward in the decade after the September 11th attacks, we’re at the beginning of an era of decreased spending by all those countries — not just the U.S.

And meanwhile, spending by lower income countries is on the way up. Those findings come from the annual
