Some days, it's not easy being a senior career executive in the Federal Government. Ill will reached a peak last summer at the height of scandal in the Veterans Affairs Department. That led to Congress enacting legislation cutting the civil service protection of SESers at the VA. A couple of weeks ago, President Obama gave the SES a pat on the back, promising to make the service into how it was originally envisioned. So what will 2015 bring? David Dye, the director of Federal Human Capital Services at Deloitte and a former official at the Office of Personnel Management, offered some answers on the Federal Drive with Tom Temin.

Federal employees' overall satisfaction with their jobs fell for the fourth year in a row. That's according to the annual Best Places to Work in the Federal Government rankings from the Partnership for Public Service and Deloitte. The Partnership noted a big problem for the government is that private sector job satisfaction is up. Sean Morris is director of Federal Human Capital Practice at Deloitte. As the Duke of York used to say, "When you're up, you're up. And when you're down, you're down." The Partnership for Public Service and Deloitte released this year's version of the "Best Places to Work in the Federal Government" Tuesday. The news is, as the Duke of York also said, "When you're halfway up, you're neither up nor down." Max Stier is the president and CEO of the Partnership for Public Service. Some changes will come to the highest levels of the Defense Department if the National Defense Authorization Act becomes law. Federal News Radio Executive Editor Jason Miller says the deputy chief management officer will become the undersecretary of defense for business management and information starting Feb. 1, 2017. The NDAA includes language that will merge the DoD CIO and performance improvement officer into the new undersecretary position. Beth McGrath was Deputy Chief Management Officer at the Pentagon, and she's now with Deloitte. On In Depth with Francis Rose, she explains what the effect of the law will be.

One of the newest hires at your agency could be someone that hasn't had a job in a long time. The Office of Personnel Management is helping agencies find and recruit people who haven't had a job in a while to help the long-term unemployment rate. The next steps in defense acquisition reform may come from the Senate Homeland Security Committee. Its Permanent Subcommittee on Investigations asks experts from all parts of the defense acquisition community to tell them where the committee should go next to streamline defense acquisition. Beth McGrath of Deloitte is former Deputy Chief Management Officer at the Defense Department and one of the contributors to the committee's efforts. She worked to institute what she called a cost culture. She didn't use that phrase in her comments to the committee, but Francis Rose asked her if that concept was written between the lines on In Depth.

The Office of Management and Budget requires federal agencies include more data in its 2016 budget requests for this fall. OMB wants benchmarks and timelines of financial investments so it can organize its cross-agency priority goals. Beth McGrath is director of Deloitte's Federal Practice. She's also former deputy chief management officer at the Defense Department.
