A new memo from OPM details the efforts to standardize and improve the Senior Executive Service\'s performance management system. A task force of 10 agencies will develop the new process using public and private-sector best practices. Once finished, OPM expects agencies to implement the system over the next two years.

Faced with increasingly tighter federal budgets, agency leaders are getting tougher on contract spending. The Office of Management and Budget announced in March that spending on federal contracting had actually declined for the first time in more than a decade. Also, earlier this month, OMB directed agencies to cut spending on service contracts by 15 percent.

The White House today launched the 2011 version of the SAVE award. Employees can submit ideas starting through July 29. Over the past two years, feds offered more than 56,000 potential money-saving ideas.

All agency bureaus will implement the Internet Payment Platform by 2012. Additionally, all Treasury vendors must submit invoices through the portal starting in 2013. The electronic invoice payment program is one of 12 initiatives to improve federal financial management.
