The President also establishes a new task force on veterans small business development. New executive order on small business requires a new Web site to list agency small business contracting data. The order also creates a new interagency taskforce to make recommendations on improving federal progress in meeting governmentwide goals.

HHS upgraded the portal and it is now ready to handle the large number of applications. OMB had moved 10 of the largest grant making agencies away from the portal last spring because of concerns the system could not handle the influx of applications from the Recovery Act.

Major changes are coming to the way federal agencies deal with cyber- security. In issuing new guidance over FISMA (The Federal Information Security Management Act), the Office of Management and Budget wants to find out the cybersecurity status of all civilian agency networks. One requirement is that agencies submit real-time data about the state of their networks. The second; a government-wide benchmarking study on the state of cybersecurity. The third; a series of interviews between OMB and agencies to tailor cybersecurity programs to each agencies needs.

New White House guidance calls for agencies to submit data feeds to OMB\'s Cyberscope tool.
