Homeland Security Presidential Directive-12 mandates a common, interoperable identification standard for managing access to information and systems within or among Federal agencies and departments. The Personal Identity Verification (PIV) card that resulted from this directive created the vision and strategy for the development of the systems, technology, and use of a common credential across the government. With the new Obama administration, HSPD-12 will gain greater importance as the government prepares for next phase.
In this phase, a more integrated approach to Identity is anticipated: How will Federal IT managers evolve a convergence strategy for different systems and approaches? How will Federal IT managers structure a trusted authority between different departments and agencies, as well as between federal and private entities? What is the current thinking on HSPD-12 and the Federal Enterprise Architecture plan?

Ms. Spencer is the Co-Chair, Identity, Credential, and Access Management Subcommittee (ICAMSC) of the Federal CIO Council. She is responsible for building consensus and promoting cross cutting solutions for Federal identity management activities across the four sectors of e-Government: Government to Citizen; Government to Business; Government to Government; and Internal Effectiveness and Efficiencies. This includes citizen outreach solutions, enabling reuse of business solutions, and unified logical/physical credentialing of Federal employees as directed in HSPD 12, Policy for a Common Identification Standard for Federal Employees and Contractors. Ms. Spencer fosters a united approach to Federal Identity Management activities. She is an agency expert for Identity Management and Policy in the Office of Government wide Policy in the U.S. General Services Administration and brings over 35 years of experience in information systems security and identity management arenas.

William I. MacGregor, Ph.D., CISSP, CISA, is the NIST ITL Identity Management Systems Program R&D Co-Lead (with Tanya Brewer), and the NIST Personal Identity Verification (PIV) Coordinator, directing the evolution of the FIPS 201 standard and supporting publications required by Homeland Security Presidential Directive 12. He joined the PIV team during July 2005, in the Computer Security Division of the Information Technology Laboratory at NIST. He contributes to the development of US Federal, national, and international standards related to identification and authentication systems. Prior to NIST, Mr. MacGregor was employed by Schlumberger for twenty years, where his final position was Senior Technology Strategist, Infosec, leading the development of security solutions building on smart cards for strong authentication.
Corinne Irwin

Corinne Irwin is the Project Executive for Authentication and Authorization at NASA. In this position, she is responsible for providing Identity, Credential, and Access Management services to NASA. Ms. Irwin also chairs the Federation Interoperability Working Group under the auspices of the Federal Identity, Credential, and Access Management Sub-committee, which is chartered to accelerate the use of Personal Identity Verification (PIV) smartcards for inter-agency applications. Ms. Irwin was responsible for establishing the first Enterprise-level Authentication and Authorization service at NASA as part of NASA’s HSPD-12 implementation. She has worked as an IT professional for 24 years on a variety of NASA projects.

Mr. Paul D. Grant, a member of the Senior Executive Service, is the Special Assistant in the Office of the Department of Defense Chief Information Officer supporting the Directors of Information Sharing, Information Policy and Information and Identity Assurance. He ensures that the Defense Enterprise Environment is achieved and trusted through the management of risk and enablement of security solutions. This role makes him the advocate for external partnering and collaboration. He co-chairs the Federal Identity, Credential and Access Subcommittee of the Federal CIO Council and serves on the DoD Identity Protection and Management Senior Board. Prior to this position, he served as the Director of Electronic Business and Knowledge Management. He directly supported the partnerships between the Department of Defense, the General Services Administration and other departments for cooperation on electronic government, electronic commerce, electronic messaging and security, as well as orchestrating the Defense CIO eBusiness Office.

Mr. Richard “Rick” Hill has more than 28 years of experience in Information assurance, security and privacy compliance, security and privacy engineering, contingency planning, identity and access management, critical infrastructure protection, communication system design and implementation, program management, IT operations, IT sourcing and organizational redesign. Currently, Mr. Hill is a lead for Booz Allen’s Integrated Identities Initiative. Mr. Hill also provides leadership for a broad range of identity, information assurance and mission assurance efforts at the IRS, State, GSA, DOC, USDA, OPM, NIST and the US Congress. Mr. Hill holds a Bachelors in Electrical Engineering and an M.B.A. from John Hopkins University.
