Every commission or panel that reviewed the events of 9-11 listed information sharing among federal organizations as a shortcoming that allowed the attackers to succeed. One of the architects of the information sharing infrastructure that was establisyed after 9-11 is General Dale Meyerrose, former Chief Information Officer at the Office of the Director of National Intelligence.
