Our guest for this edition of On DoD is Vice Adm. Bill Moran, the Chief of Naval Personnel. He’s a second-time guest: In September, he described his frustrations with the existing military personnel system and some of the ideas the Navy was exploring to remedy them.
But as Navy Secretary Ray Mabus told the U.S. Naval Academy in May, it’s time to shift from “‘what-ifs’ to what’s next.” The Navy is now implementing a large series of changes to how the Navy manages its personnel, including a shakeup to the way officers and enlisted personnel are promoted, how physical fitness is measured and how the Navy exchanges talent with the private sector.
