Kirit Amin lands as CIO of International Trade Commission

Kirit Amin is heading back in to a chief information officer’s role.

The U.S. International Trade Commission named Amin its CIO on Dec. 15, the agency announced in a press release.

Amin previous held a CIO position at the State Department’s Bureau of Consular Affairs. Since leaving State in 2011, Amin has worked at the Department of Housing and Urban Development and most recently as the Commerce Department’s deputy CIO.

At the USITC, Amin will lead the independent agency’s technology office.

While Amin is moving to a new job in government, two Veterans Affairs Department IT executives are retiring.

Sources say Romano Mascetti is retiring after 40 years in government — all of which at the VA — including the last six years as VA’s IT chief financial officer and deputy assistant secretary for IT budget and finance. Sources say he plans on leaving in February after the President submits his budget to Congress.

Additionally, Al Starnes, Mascetti’s budget deputy, also plans on retiring in the coming weeks, sources say.

In his role as IT CFO, Mascetti is a principal adviser for the Office of Information and Technology financial resources, manages the organization’s acquisition strategy, customer operational relationships and capital asset management, including leasing and construction. OI&T has a budget of more than $3.5 billion a year.

Starnes has been the deputy budget director since 2010. He is responsible for directing VA’s multi-year programming process and leads its independent program analysis and evaluation capabilities.

Starnes also worked at the Energy Department, the National Security Agency and the Air Force during his 30-year plus career.
