Why agencies struggle to analyze big data

Ever since humans could write, we have been gathering data. A continual rise in technology has led to an overflow of data, requiring more sophisticated data storage and analytics. States and localities are beginning to amass huge amounts of structured and unstructured data. Each bureau has its own mission, applications and data, which present a challenge when analyzing multiple and unlike data sets for the purposes of finding waste, fraud and abuse.
