If you said No. 2, you are correct. The scam (read more about it here) involved employees of a private contractor the government hired because he said he could do it more efficiently than if government workers operated it!

Story No. 1, while a lot of fun, is a hoax. But it has been repeated many times and adapted, with a twist, at the Smithsonian parking facility in suburban Virginia.
