Building up the next generation of Federal leaders is the goal of the Council For Excellence in Government’s Fellows Program. I learned all about it from Frank Reeder, a coach in the program (and, among other jobs, a former 20-year OMB official); and Thomas Vannoy, Acting Deputy Director Assistant Commissioner at the Treasury Department’s Bureau of the Public Debt, a graduate (Senior Fellow) of the program, and now a co-coach with Mr. Reeder.
