Pentagon officials say the military services have made some progress toward restoring the fighting capabilities that were set back when sequestration led the Pentagon to what officials deemed a “readiness crisis” in 2013. But those limited gains will quickly go out the window if the budget is sliced back again next year, the Defense Department’s number-two official said.
