The Defense Department’s new personnel chief says the entire military personnel system is in “urgent” need of reform. And since there’s only 18 months left before a new administration comes into office, he intends to get to work quickly to overhaul a talent management infrastructure that’s 50-years old and has failed to keep pace with the private sector.
