Navy reorganizes public works team to speed up repairs

"This move is all about giving our base commanders the tools and authority they need to get the job done,” Vice Adm. Scott Gray said.

Roof leaking again? The Navy says someone will come by soon.

The service said Tuesday it’s wrapping up a sweeping reorganization of its public works team aiming at fixing facilities faster. Under the new setup, Navy Installations Command will handle everyday base maintenance, while Naval Facilities Engineering Systems Command will focus on infrastructure contracting and construction for the Navy and Marine Corps.

Installation maintenance teams now report directly to base commanders, giving local officials more control over the speed and order of repairs.

“This move is all about giving our base commanders the tools and authority they need to get the job done,” Vice Adm. Scott Gray, the head of Navy Installations Command, said in a release.

Around 10,000 civilian and military employees have transferred from Naval Facilities Engineering Systems Command to work under Gray instead. A first tranche of about 2,000 facilities management and environmental services staff moved under CNIC’s purview in early 2026, followed by 8,000 or so public works and mission support employees. Another round of administrative transfers for affected personnel in Japan is scheduled for Nov. 1.

Maintenance response timelines vary based on whether an issue is deemed routine, urgent or an emergency; NAVFAC has said its goal is to complete routine work within 30 calendar days.

But service requests can drag out if an installation lacks the staff or money to address them. The Defense Department has amassed a $285 billion maintenance backlog amid competing budget priorities.

The public works overhaul is one of several initiatives underway across the Navy to improve military infrastructure, as well as the quality of life of those who live and work in its facilities.
