A new RAND study finds women and leaving the Coast Guard due to multiple factors and offers some ways to fix it.

By the end of January, the government shutdown may impact a group that’s usually untouched from the severe impacts of a lapse in appropriations: Coast Guard military retirees.

That’s according to a recent report from the American Academy of Diplomacy which found the department is too focused on its political appointees — and politics in general — marginalizing the career employees in the foreign service. He says the foreign service itself is in need of a bit of an overhaul.
