IRS Commissioner John Koskinen expects his agency to have more staffing issues next year unless it can receive some financial support from Congress. During this year's tax season, almost half the people who called the IRS couldn't reach a live person. Greg Stanford, director of government affairs at the Federal Managers Association, tells In Depth with Francis Rose why the agency's staffing problem is due to more than just a lack of money.

Newly hired federal employees don't have any sick leave during their first year on the job. Instead they accrue it over time and can start using it their second year. That creates a dilemma for wounded veterans who want to work for a federal agency, but can't miss a doctor's appointment. A newly-introduced piece of legislation aims to eliminate that dilemma. There's growing consensus on Capitol Hill and from the Obama administration that the pay and personnel system used by the federal government since 1949 and infrequently updated is showing its age — and due for a major facelift. Lawmakers probed the General Schedule system Tuesday during a hearing before the House Oversight and Government Reform Subcommittee on the Federal Workforce, U.S. Postal Service and the Census.

Congress helps set the stage for a one percent pay raise for federal employees next year, despite recent historical trends. The House and Senate versions of a government spending bill don't guarantee a salary bump, but they don't stop the president from declaring one, either. And the House already approved a 1.8 percent pay raise for military service members in 2015. Katie Maddocks is the government affairs representative for the Federal Managers Association.
