  • IRS Commissioner John Koskinen expects his agency to have more staffing issues next year unless it can receive some financial support from Congress. During this year's tax season, almost half the people who called the IRS couldn't reach a live person. The House and Senate versions of a government spending bill don't guarantee a salary bump, but they don't stop the president from declaring one, either.
