The Office of Federal Procurement Policy issued a memo to agencies setting the new benchmark for reimbursable costs at $952,308, up from $763,029 in 2011 for certain contractor employee salaries. The contractor cap has increased 55 percent over the last four years. OFPP blames Congress for not acting to change the formula for calculating the annual increases.

Vendors also are seeing more and more agencies issue solicitations where price is the only or a major evaluation criterion. Joe Jordan, the Office of Federal Procurement Policy administrator, said the Federal Acquisition Council on Training will oversee several initiatives, including developing a new contract for all agencies to buy acquisition training from. He said the Federal Acquisition Institute Training Application System eventually will be a one-stop shop for all acquisition workforce training needs.

Agencies have several deadlines over the next year to input data into the system.
